Gov. Sherrill announces NJDOT Outdoor Advertising Permitting to become fully electronic beginning August 1

Paper applications will no longer be accepted

(Trenton) – Governor Mikie Sherrill today announced the New Jersey Department of Transportation (NJDOT) Outdoor Advertising Permitting process will become fully electronic beginning on August 1, 2026, with paper applications no longer being accepted. This change aligns with the Department’s Major Access Permitting process becoming fully electronic on August 1 as well, which Governor Mikie Sherrill announced on July 17.

The transition away from paper applications supports the Governor’s Executive Order 5 (EO-5) to simplify and modernize the State’s regulatory processes to save time and money, and improve affordability, accountability, and transparency.

“On my first day in office, I signed Executive Order 5 because New Jersey deserves a permitting process that is modern, accountable, and easy to navigate,” Governor Mikie Sherrill said. “Making the Outdoor Advertising Permitting process fully electronic is another step in delivering on that commitment—replacing outdated paper processes with a system that is more efficient, more predictable, and saves both the Department and applicants time and money.”

“Moving the Outdoor Advertising Permitting process to a completely electronic platform will make it easier and more efficient to process and track applications, as well as improve the customer experience,” NJDOT Commissioner Priya Jain said. “Through Governor Sherill’s leadership and the use of technology, we are modernizing our processes and making NJDOT more responsive to our customers.”

The last day paper applications for Outdoor Advertising Permitting will be accepted is July 31, 2026. Applicants who submitted paper applications prior to July 31 should be directed to contact their processing office to confirm status.

Beginning on August 1, 2026, all applications must be submitted through the NJDOT Outdoor Advertising E-Permitting system at https://oa.njdotepermits.net/Accounts.

Background

NJDOT launched “AdTrack” in January 2021, making the Outdoor Advertising permitting process the Department’s first electronic commerce solution, which makes doing business with NJDOT simpler and more efficient. It allows customers to submit applications, make payments, receive approval for sign permits, process renewals, and track the status of permit applications online. NJDOT processes more than 250 new applications annually, and 6,800 renewal applications for outdoor advertising.

NJDOT’s Outdoor Advertising Services governs access to State highways under the New Jersey Roadside Sign Control and Outdoor Advertising Code (N.J.A.C. 16:41C). Those seeking to advertise off-premises (for a business, product, service, event or location that is not located on the property where the sign would be located) by constructing roadside outdoor signage must obtain a permit through the Bureau of Aeronautics, Outdoor Advertising Services and Junkyards.

The Outdoor Advertising Service e-Permitting System is a web-based, GIS-enabled platform that manages, tracks, and documents the permit process. The system has been in active use and is now the exclusive channel for all OAS submissions.
